The Kaagapay program was officially launched last May 18, 2007 at Phela Grande Hotel, General Santos City. 

This program aims to give due recognition to establishments that uphold the rights and privileges of senior citizens as well as the persons with disabilities.

The objective of Kaagapay is to recognize the important role of the private sector – the business establishments and support institutions – in the continuing improvement of the welfare of senior citizens.

This is to promote the love and concern to the elderly group and persons with disabilities through voluntary self-regulation and service excellence.

There will be a common Kaagapay design template to be used voluntarily by the business establishments.  Like “Kaagapay Establishment”, “Kaagapay Express Lane”, “Kaagapay Counter”, “Kaagapay Bus”, or “Kaagapay Office”.

The establishments that could use the template are retailers like supermarkets, grocery stores, convenience and mini-convenience stores and shops, bakeries, but excluding sari-sari stores, wet markets, talipapas and cooperative stores.

Medical and dental services in private facilities, drugstores, hospital pharmacies, medical and optical clinics could also voluntarily use the Kaagapay design template.

The LGUs could recommend hotels, lodging establishments, restaurants, recreation centers and funeral parlors.

It is simple.  Establishments which comply the provision of R.A. 9257, its implementing rules and regulations, and the circulars/directives of the various implementing agencies are qualified to participate in the program.  Provided, however, that they have no decided case for violations of R.A. 9257 and its IRR one year preceding the awarding season.

Kaagapay establishments are expected by the public to have the Kaagapay logos/templates displayed at the entrance of the establishments or in any conspicuous place within the store/shop premises.

The Kaagapay logo should also be mandatorily displayed in the special express lane(s) designated for this purpose.

By being a Kaagapay establishments, they are committed to observe and follow the provisions of the laws, rules or guidelines that pertain to the welfare of the senior citizens.
